Saint-Josse s’engage contre les violences faites aux femmes et pour la reconnaissance du féminicide (2020)

Antonio Guterres, Secrétaire de l’ONU déclarait: « Tant que les femmes et les filles, qui forment la moitié de la population de la planète, ne vivront pas à l’abri de la peur, de la violence et de l’insécurité quotidienne, il nous sera impossible de prétendre vivre dans un monde juste et égal ».

Le 13 novembre 2019, le Conseil communal de Saint-Josse a adopté à l’unanimité ma MOTION intitulée SAINT-JOSSE S’ENGAGE CONTRE LES VIOLENCES FAITES AUX FEMMES ET POUR LA RECONNAISSANCE DU FEMINICIDE.

Je tiens à souligner que Saint-Josse a célébré le 5 novembre dernier, les 11 ans de la plateforme communale de lutte contre les violences entre partenaires et familiales qui à travers son réseau associatif effectue un travail remarquable dans l’écoute et l’accompagnement des victimes, la formation et la mise en réseau des professionnels, etc.

Pour rappel, La Belgique est signataire de la Convention du Conseil de l’Europe sur la prévention et la lutte contre la violence à l’égard des femmes et la violence domestique dite Convention d’Istanbul. Celle-ci définit la violence à l’égard des femmes comme une violation des droits de l’Homme et une discrimination de genre.

Malheureusement, l’actualité de ces dernières semaines dans notre pays nous rappelle que la lutte contre la violence faite aux femmes est un combat de chaque instant nécessitant une vigilance accrue de la société et des pouvoirs publics, en particulier.

En effet, le confinement constitue également un facteur aggravant en matière de violences conjugales et intrafamiliales car il revient souvent à emprisonner les victimes avec leurs bourreaux dans un huis clos. Ainsi, depuis le début de la crise sanitaire, un triplement des appels au 0800 30 030 (numéro d’appel gratuit et anonyme contre les violences conjugales) a été constaté et une Task force « Violence conjugale et intrafamilial » a été mise en place par la Fédération Wallonie-Bruxelles, la Wallonie, la Région de Bruxelles-Capitale et la Cocof afin répondre aux risques d’amplification.
Actuellement les données liées aux violences demeurent incomplètes suite à l’absence de statistiques officielles. Plus précisément, le blog StopFéminicide qui répertorie le nombre de victimes de féminicides, en Belgique, comptabilisait 21 victimes pour l’année en cours, 24 sur toute l’année 2020, 38 sur toute l’année 2018 et 42 en 2017.

A travers cette journée du 25 novembre, il était important de donner un signal fort de solidarité envers toutes ces victimes et de rendre Hommage à toutes les Femmes en lutte.

Op 13 november 2019 keurde de gemeenteraad van Sint-Joost unaniem mijn MOTIE goed met de titel SINT-JOOST TOEGEWIJD TEGEN GEWELD TEGEN VROUWEN EN VOOR DE ERKENNING VAN FEMINICIDE.

Ik wil erop wijzen dat Sint-Joost op 5 november de 11e verjaardag vierde van het gemeentelijk platform voor de strijd tegen partner- en intrafamiliaal geweld dat via zijn associatieve netwerk, opmerkelijk werk verricht in het luisteren en ondersteunen van slachtoffers, opleiding en netwerken van professionals, enz.

Ter herinnering: België heeft het Verdrag van de Raad van Europa inzake het voorkomen en bestrijden van geweld tegen vrouwen en huiselijk geweld, bekend als het Verdrag van Istanbul, ondertekend. Dit definieert geweld tegen vrouwen als een schending van de mensenrechten en genderdiscriminatie.

Helaas herinnert het nieuws van de afgelopen weken in ons land ons eraan dat de strijd tegen geweld tegen vrouwen een voortdurende strijd is die meer waakzaamheid van de samenleving en de overheid vereist.

De lock-down is inderdaad ook een verzwarende factor in termen van huiselijk geweld en geweld binnen het gezin, omdat het vaak neerkomt op het opsluiten van de slachtoffers met hun beulen in een gesloten kamer. Zo is sinds het begin van de gezondheidscrisis een verdrievoudiging van het aantal oproepen naar 0800 30 030 (gratis en anoniem telefoonnummer tegen huiselijk geweld) waargenomen en is er een taskforce « Echtelijk en binnen het gezin » opgericht door de Federatie Wallonië-Brussel, Wallonië, het Brussels Hoofdstedelijk Gewest en Cocof om in te spelen op de verhoogde risico’s.

Momenteel zijn de gegevens over geweld nog steeds onvolledig vanwege het ontbreken van officiële statistieken. Meer specifiek telde de blog StopFéminicide, die het aantal slachtoffers van feminicide in België opsomt, 21 slachtoffers voor het lopende jaar, 24 voor heel 2020, 38 voor heel 2018 en 42 in 2017.

Op deze 25 november is het belangrijk om een ​​krachtig signaal van solidariteit te geven aan al deze slachtoffers en om hulde te brengen aan alle vrouwen in de strijd.
