Context:

  • Under the overall guidance of the EU Compliance Officer (Finance, Contracts and Audit) and the direct supervision of the EU Legal
  • Compliance Officer at IOM Regional Office Brussels, the incumbent will support the EU Financial Liaison Unit in strengthening the legal and contractual compliance of EU funded projects implemented by IOM worldwide.

Core Functions / Responsibilities:

  • Assist in reviewing contracts with various EU institutions and ensure compliance with the applicable Framework Agreements and IOM internal legal requirements;
  • Assist in reviewing contracts with IOM’s implementing partners and contractors, where specific EU compliance conditions must be considered. Liaise with the Legal Department and field missions when required;
  • Assist in preparing training modules on EU contracting in IOM official languages (English, French, Spanish);
  • Monitor EU websites for legal updates and new instructions with regards to financing instruments under MFF 2014-2020 and successor financing instruments;

  • Assist in drafting internal guidelines and interpretations of various EU rules and regulations;
  • Provide administrative assistance to the Head of EU Financial Liaison and Regional Resource Management Unit, and any other tasks as may be required;
  • Participate in meetings as required;
  • Any other duties as required.

Required Qualifications and Experience:

Education : Master’s degree in Law from an accredited academic institution
 
Experience
  • First professional experience or internship within the Legal Departments of the European Institutions is a requirement.
  • Knowledge about EU institutions, EU decision-making and EU legal matters is a requirement;
  • Experience in contract review including financial aspects is a distinct advantage;
  • Experience in preparing training materials is an advantage;
  • Good negotiation and communication skills;
  • Good level of computer literacy;

Languages

Fluency in English is required. Working knowledge of French or Spanish is of advantage.
